How can Europe prepare for future crises?
As part of the European Citizens’ Panel on Preparedness, 150 randomly selected citizens from all 27 EU Member States deliberated on how Europe could be better prepared for future crises.
@gora supported the process with a digital platform designed for learning, exchange, deliberation, and feedback. Through the @gora app, participants could explore learning modules in their own time, take part in forums, and use a chatbot trained exclusively on verified materials to deepen their understanding of the topics under discussion.
A key benefit of the platform was its ability to support an agile learning process. New learning materials could be created and added in sync with the event as the discussion evolved — allowing participants to receive timely context, clarifications, and follow-up content before, during, and between assembly sessions.
Polling and feedback surveys were also woven throughout the process: inside the content, at different moments during the assembly weekends, and in between sessions. This allowed organizers to understand participants’ questions, priorities, and reflections in real time — and feed those insights back into the next stages of the process.
A key feature of the platform was its multilingual accessibility. @gora supported all 24 official EU languages, allowing participants to learn in their own language and communicate with one another across language barriers. This made it easier for citizens from across Europe to engage meaningfully, regardless of their linguistic background.
The platform also hosted the final voting process, helping participants move from informed discussion to collective recommendations in a structured and transparent way.
The project was implemented by a consortium comprising @gora, Nexus Germany, Deliberativa in Spain, and Democracy X in Denmark. The event concluded in May 2026.
